Sault Ste Marie Regional Women's Committee Hosts a Memorial Tea, December 6, 2009
A memorial Tea was held at Riuniti Hall in Sault Ste Marie to commemorate the 20th anniversary of the Montreal Massacre. Twenty years has passed and violence against women still continues. After this crime was committed, men and women turned their grief into action. Education has become a big part of the PSAC Regional Women's mandate.
This was the first time that Unions in Sault Ste Marie worked together collaboratively to work for a common good. Approximately 80 men, women and children attended the event with 14 candles burning each having an engineering ring on it.
Guest speakers included Tonie Scobie who gave an emotional recount of personal abuse and violence, Brenda Coombs who spoke about her professional experiences as the director of the women's shelter First Nations, and Sarah Broad gave a youth perspective on the impacts of violence and the education that is so crucial.

REVP Ontario Region hosts a Chinese Trade Union Delegation
PSAC Ontario REVP, Brother Gerry Halabecki and Ontario Regional Coordinator, Brother Chris Wilson hosted a 14 member trade union delegation from China at the PSAC Regional Office in Toronto in December 2009.
The All-China Federation of Trade Unions delegation included representatives from various unions within China. The purpose of the meeting of the delegation was to exchange views and learn more about the work of the PSAC and the regulation and settlement of provincial labour disputes as well as the union’s work in the areas of education and health & safety.
The Sisters and Brothers from the Chinese Labour movement were very interested in our union’s structure and priorities. We were honoured to have had the opportunity to share our experiences with them especially in a time where workers from around the world need to work together and cement the bonds of solidarity.

2010 PSAC National Pride Conference

The 2010 PSAC National Pride Conference has just been posted on the PSAC website. The theme of the conference is “Equality: are we there yet?" It is to be held in Toronto from March 26-28 at the Toronto Hilton Hotel. By way of this call out, I encourage all to register to strengthen our solidarity. The deadline for registration is Friday, Jan. 15, 2010 and also the deadline for resolution submissions. The registration package is on line at www.psac-afpc.com. Delegate and observer seats are limited, so please register today. Please check the PSAC website periodically for more information.

Sudbury - Duty to Accomodate Course Participants Support Picket
On Day 1 of the Sudbury RO Advanced Duty to Accommodate course Brothers and Sisters joined in solidarity with the USW 6500 picket line at Coppercliff. Ontario Council members Brother Rejean Amyotte and Blair Chalk, and CEIU Northern District Representative Laura St-Jean were on hand to present a monetary donation collected by the DTA participants and their Locals. The USW 6500 members appreciated the presence of PSAC at the picket line and will last "one day longer" then VALE.

PSAC National Health & Safety Conference
Over 40 Ontario members from a variety of components and locals attended the three day national Health and Safety Conference in Montreal.The conference dealt with a number of important issues facing our members such as the Enforcement of Health and Safety Legislation, Environmental and Think Public issues, andHarassment.Members also debated and passed a number of resolutions, some of which will go on to the PSAC Triennial Convention.

Nipigon Nylons
The Thunder Bay and Northwest Ontario PSAC Area Council, along with donations from NHU 00035, CEIU 623 and UTE 00020 sent over 400 pairs of wool socks to Ottawa in a unique show of solidarity with fellow PSAC members in their eighth week of their strike. The socks were each tagged with a message from the Council that read, "Nipigon Nylons are unique to Northwest Ontario. Nipigon is a small town about 110 kilometres NW of Thunder Bay that has trademarked the name of these unique to us, but ordinary to you, wool work socks. History buffs say the nylons handle developed over a century ago, when Nipigon women in poorly-heated houses would fight the cold by putting socks on right over their shoes, both keeping warm and dusting the floor at the same time. As the story goes, in the old days women would wear their Nipigon Nylon wool socks under their long dresses in attempts to stay warm. They also wore them to local dances where there was, inevitably, no heat. These stories depict the spirit of the strong, pioneer men and women of the North. In the hardest of economic times some humour and fun makes the idea catchy for the nippy times. Despite the local name fame , they are called by name in the North, all provinces and can even be heard being referred to as Nipigon Nylons through the US. May these Nipigon Nylons keep your heart and spirits warm with solidarity and your feet toasty as you continue your struggle.

Greetings Sisters and Brothers:
The PSAC Ontario Region will be holding an Aboriginal Educational Session on December 9th and 10th, 2009 at the Native Canadian Centre of Toronto open to members who self-identify as Aboriginal in the Greater Toronto Area. The focus of the Session is to build on PSAC Ontario Region Aboriginal members’ activism at all levels within our Union (i.e. from local activist to elected leadership) and Community (i.e. social justice and political activism). The objectives of the Aboriginal Educational Session will be:
- To develop and implement strategies which build the capacities of PSAC (Ontario) Aboriginal Committees to: (a) network within and across Regional Offices service areas (b) advocate within PSAC by learning how to navigate the structure of the Union and (c) engage in PSAC activities and broader political and social justice campaigns.
- To build a relationship of reciprocity and trust where Aboriginal members see themselves as integral to the Union.
This session is scheduled to begin at 9:30 am sharp on Wednesday, December 9th, 2009 and will close on Thursday, December 10th, 2009 at 4:00 pm. Hotel accommodations in Toronto will be made once your participation has been confirmed.
There is a maximum of twenty (20) spots to be filled on first come first serve basis. Two applications from the same local will be accepted pending availability.
Applications must be submitted no later than November 30th, 2009

PSAC Ontario’s First Directly Chartered Local Conference
Toronto: October 22-25, 2009
The PSAC Ontario’s First Directly Chartered Local (DCL) Conference was held in Toronto from October 22 to 25, with representation from 13 DCL’s from across the Ontario Region. Throughout the four day Conference, delegates participated in a variety of panels and engaged in lively debates which focused on the important role of DCL’s in our union and the need to build strong local collectives.
Delegates also partook in a number of workshops and forums that covered issues such as: collective bargaining, health & safety, problem solving in the workplace, union organizing and political campaigns. Conference delegates took this opportunity to network with other DCL’s from across the region.
In his address to delegates, Brother John Gordon, PSAC National President, spoke of the importance of DCL’s (as a complimentary structure to existing components) within the broader PSAC family. He acknowledged that DCL’s bring increased diversity and strength into our union and the broader labour movement. Brother Gerry Halabecki, Ontario Regional Executive Vice-President, spoke of the gains we have made in organizing DCL’s over the past decade. He asserted that building strong DCL’s and integrating them into the PSAC remains priority for our union.
The conference ended on a high note. Delegates returned to their communities and locals equipped with new knowledge, tools, and energy to build vibrant union locals, safer workplaces and stronger communities.

Being in good health means more than feeling physically well, it also means feeling mentally well. Maintaining emotional well being can sometimes feel like a continual balancing act.
Life is full of change, risks and challenges. Good mental or emotional health helps us find our balance and stay in control even during turbulent times. But how do we know if we are mentally healthy enough to deal with life’s up’s and down’s?
Setting aside time to focus on mental health is important to you and to those who care about you. By practicing mind and body fitness, you can nurture your mind, body and spirit in a positive and enjoyable way.

The Ontario Region Education Program is offering an Ontario wide Union Development Program (Advanced Leadership Program) as well as geographically-based offerings by Regional Office which include one advanced in-residence course as well as basic courses which may include our introductory Talking Union Basics course.
PSAC's education programs provide opportunities for union members to sharpen skills, build solidarity and network with like-minded activists.
Union education trains activists to struggle for workers' rights and promote social justice in the broader community.
PSAC has lots of opportunities for members to learn about how to take a more active role in their union.
People tell us that all it takes is one course to get hooked on union education.

Labour Day Address from the Regional Executive Vice-President, Ontario to all PSAC Members
Sisters and Brothers,
One year ago, when we last celebrated Labour Day, little did we know that we were on the eve of a major global economic crisis that did not seem to be ending anytime soon. As we are set to celebrate our victories on this Labour Day, we must also take stock of the fact that the picture for working people, their families and their communities is far from ideal.
Despite the rosy picture that some of our politicians like to paint, this economic crisis has led to the loss of over 500,000 thousand jobs this year alone, and there is no end in sight to further job losses.
To add insult to injury, about half of the recently unemployed Canadians are left to fend for themselves, as they are not eligible to benefit from an EI system that was supposed to help them in exactly these hard times. And what’s the excuse when the EI fund has generated a $50 Billion surplus! To make matters worse, many working Canadians saw their hard-earned savings disappear during the stock market deflation and corporate bankruptcies that resulted from the economic crisis.
Sisters and brothers, among the people hit hardest by this economic crisis are our youth, whose unemployment figures are at least double the number for the rest of the population. Women, workers from racialized and Aboriginal communities are also bearing the brunt of an economic crisis that is not of their making.
Our manufacturing sector has been hit hard by the economic collapse and this has left whole communities in crisis as they try to cope with the loss of well-paying, unionized jobs.
But crises always create room for opportunities. This government and its corporate supporters refuse to use this opportunity to re-examine the failed economic policies that led us to where we are today, and take appropriate action to deal with the crisis. Instead they see opportunities to extract more concessions from workers and their families. The Harper government has used the financial crisis as an excuse to attack the public sector by legislating and rolling back negotiated wage increases and eliminating the right to pay equity for federal public sector workers.
Governments see opportunities to attack the very public services that individuals and communities depend on. And rather than support communities during this economic storm, our governments are busy transferring money from your pockets to corporations, by means of tax cuts, contracting out, privatizations and so called Public-Private Partnerships or P3s.
In the midst of all this gloomy news and setbacks, working people and their unions do see the opportunity to expose those that led us to this crisis, internationally as well as here in Canada. We also see opportunities on this Labour Day to work with our community allies in building a more just society for all of us.
The PSAC’s Think Public campaign is anchored in our recognition that Quality Public Services are essential in building strong economies and inclusive societies. In concrete terms, this means demanding that our government abandon de-regulation; re-invest in public services; act quickly to redress the growing poverty and inequality gap; and respect and recognize that workers rights are human rights.
Sisters and brothers, we recognize that our rights were not handed to us on a silver platter, but resulted from the hard work of unions, social movements, and progressive forces in communities big and small. Today, working people are once again fighting back in defense of:
-hard-won gains like our pensions, EI, and decent wages;
-quality public services;
-equity in the workplace;
- they are also fighting for viable and sustainable communities of the future.
On this Labour Day let us celebrate our historic achievements and victories but be prepared to fightback in defense of the very rights and services that working families and communities need now more than ever.

Labour Day is just around the corner. It is a day where we celebrate the struggles and successes of the labour movement without forgetting where we have been and where we want to go.
We see workers come together to bring positive changes in their everyday lives not only at the workplace, but in our communities and globally. Through solidarity, our fights and struggles bring about better collective agreements and working conditions can be achieved, and our social safety net in Ontario can be sustained.

Rally to Support Terminated CEP members - Thurs. August 27
On Thursday, August 27, 2009 PSAC members and staff participated in the Rally in support of the 61 Toronto Dominion Centre employees who were LOCKED OUT by the employer, Cadillac Fairview on June 14, 2009, and were TERMINATED by the employer on July 14, 2009. These workers are members of CEP Local 2003 and are maintaining a daily picket line at 66 Wellington Street West between Bay Street and York Street. The TD Centre is basically one block straight north of the Union Station. PSAC locals & members are encouraged to provide support to the lines.

Fall is a busy time where government business returns to full strength following summer holidays and training and education opportunities for employees are ramping up for the last half of the fiscal year. The Treasury Board of Canada Secretariat – Public Service Alliance of Canada Joint Learning Program (JLP) encourages you to consider their workshops as you continue to plan your Fall and Winter learning activities.
As your Regional Field Coordinators for the Ontario/Eastern Arctic region, our goal is to help departments and agencies contribute to the improvement of labour relations and to increase the understanding of the roles of union and management in the workplace by jointly developing and delivering training in areas of mutual interest. The JLP demonstrates how both parties can together have a positive influence in the workplace and, ultimately, provide better service to Canadians.
Our Workshops
Using two-person facilitation teams comprised of employer-nominated and union-nominated employee peer facilitators, we deliver high quality workshops featuring an experiential learning model in the following topics:
Anti-Harassment - Equips individual employees with the knowledge and skills necessary to proactively and effectively advocate for a healthy, harassment-free workplace
Collective Agreement Interpretation - Enhances the participants understanding of what a collective agreement is, what it contains and how to interpret it, followed by an introduction to an easy four-step approach to interpretation
Employment Equity - Familiarizes employees with the purpose and benefits of the Employment Equity Act and examines the myths and realities associated with its implementation
Respecting Differences and Anti-Discrimination - Building an inclusive environment means more than being aware of differences and practicing civility in our working relationships. This session examines what is meant by diversity and why "diversity competence" is an individual and organizational necessity
Union-Management Consultation - This session is tailored for Union-Management Consultation Committees that want to be on the leading edge of the transformation and modernization of union management relations in the federal public service
Working Together
Whether your department or workplace objective is to take steps to create a healthy workplace, improve employee morale following your Public Service Employee Survey results or to seek out meaningful learning opportunities for your employees, or you may be a local union executive that have identified challenges and obstacles, the JLP can help. A unique characteristic of the JLP is that workshops are delivered to groups consisting of both union and management participants. It is also facilitated by both union and management. This is an exciting opportunity to promote effective union-management relations in a tangible way. Our workshops are delivered to Public Service Alliance of Canada members throughout federal departments and agencies at your workplace free of charge. Your Regional Field Coordinators will provide guidance to workshop organizers in preparation of the budget to coordinate delivery.

Feel free to contact your Regional Field Coordinators Romeo Jackson (Union) and Karen Alexander (Employer) for information on how to bring the JLP to your workplace, department or agency. We can meet with your Union-Management Committee or make a short presentation to your management team to discuss what the JLP can do for you. As a department, you can support the program by promoting it in your organization, putting it on the agenda of your next management or union meeting, organizing JLP events, and encouraging your employees to become facilitators.

Ontario Young Workers Conference 2009
From June 12th-14th of 2009 Young Workers from across the PSAC Ontario Region participated in the first Young Workers Conference (YWC), held at Queen’s University in Kingston, Ontario. Gerry Halabecki, REVP Ontario, and Ryan Ayers, Ontario Council Young Worker Representative, welcomed participants from across the Ontario Region. The three days provided a space for Young Workers to expand their knowledge on the PSAC and social justice movement by engaging in diverse learning methods. This became a learning exchange that would see participants taking on active roles within the PSAC. On the final day the Young Workers developed a strategy towards 2015 by listing recommendations for the PSAC.

Summer Student Employment Opportunity

PSAC is seeking a summer student organizer to work either in Toronto or London depending upon the successful candidates preferred work location. Summer student organizers are paid at a rate of $16.50 / hour to support PSAC's right the organize and Think Public campaigns. Summer Student Organizers will have student employees, casual employees and general public sign petitions and the like in support of PSAC's court challenge to win the right for students to unionize and also distribute Think Public materials in support of quality public services. This position will provide an exciting opportunity to become involved in the labour and social justice movements.

Rainbow Health Ontario Wants to Hear from You!
Rainbow Health Ontario, a new province wide program designed to improve access to services and to promote the health of Ontario's lesbian, gay, bisexual, transsexual, transgendered, two-spirit, intersex and/or queer (herein referred to as LGBT) communities, invites you to participate in an initiative to assess how to support and increase capacity for LGBT community based research (CBR) in Ontario. For the purpose of this survey, we are defining CBR as research that is "conducted by, for or with the participation of community members…Community- based research aims not merely to advance understanding, but also to ensure that knowledge contributes to making a concrete and constructive difference in the world." (Loka Institute Website, June 2001).
This survey asks questions about LGBT CBR activities conducted by a diverse range of individuals and organizations across Ontario, including but not limited to LGBT organizations, other organizations who work with LGBT communities, and LGBT community members and/or allies who have contributed to LGBT CBR. The survey questions will help to illustrate the range of LGBT CBR initiatives across Ontario, and highlight the existing capacity of our communities to engage in meaningful research to improve health and wellness. This survey will also ask questions regarding the barriers to LGBT CBR, and attempt to identify ways in which RHO can support and improve the capacity for LGBT CBR in Ontario. It should take you approximately 20-30 minutes to complete.

Akwesasne Teachers Ratify First Tentative Agreement with Mohawk Council
Akwesasne – Teachers in Akwesasne represented by PSAC ratified a first tentative agreement with the Mohawk Council of Akwesasne on Wednesday June 24, 2009. The agreement will expire August 31, 2011. It provides Akwesasne teachers with improvements to workplace rights, working conditions, and salaries.

June - Pride Month
The month of June is known as Pride Month, a time of remembrance, empowerment, solidarity, and celebration of diversity.
Throughout Canada (and many parts of the world), Pride festivities are held with parades, dances, festivals, and other events to educate and express to the public the uniqueness and complexity of Gay, Lesbian, Bi-sexual, and Transgendered (GLBT) communities.
These festivities are a means of claiming space in a public sphere to send the message that GLBT communities deserve the same rights as everyone else and should be free to live their own lives, void of judgment or hate.
The month of Pride came about after the Stonewall Rebellion on June 28, 1969. A violent police raid at the Stonewall Inn in Manhattan (a local gay bar), on this day resulted in an uprising by patrons and others in the community. The Stonewall Rebellion is cited by many as the beginning of the modern day gay movement.
The GLBT communities deal with many social challenges in everyday life. Pride month helps to express to the larger public the diverse sexual and gender identities, histories, cultures, and families of these communities so that they are better understood, supported and accepted.
On behalf of the Regional Executive Vice-President of Ontario and the Gay, Lesbian, Bi-sexual, and Transgendered Ontario Council Representative, we would like to invite all PSAC members to attend a Pride event in your community.
Pride celebrates freedom of expression, acceptance of lifestyles and welcoming of diversity and we encourage all Ontario PSAC Members to come out and celebrate with their Sisters and Brothers to the events listed below.

OFL - Drive to Work Campaign

The Ontario Federation of Labour (OFL) currently has a "Drive to Work" province wide campaign underway. It is a tour which is geared around how the recession is affecting working people like you and I. Along the way, stories are emerging on the need to preserve and create good jobs and maintaining strong quality public services.
I strongly urge you to get involved and participate in this campaign. It is being launched in Kenora and Oshawa on June 8th and will end in Toronto on June 25th. This Caravan will be flying OFL flags and DRV2WRK flags, please join the OFL for part of the trip or the whole 3,000 km. The workshops being offered at the conference are:
1. Heat and Cold Stress
2. Violence in the Workplace
3. Myth of the Careless Worker
The Conference will also include an opening plenary where there will
be speakers on various Health and Safety topics.
Delegates will be selected according to Regional representation;
priority will be given to members from Joint Health and Safety
Committees and/or Health and Safety Representatives.
The Conference is scheduled to begin at 8:30 a.m. sharp on
Saturday, June 6, 2009 and will close at 4:00 p.m. on Sunday, June 7,
2009. Delegates are expected to travel home at the completion of
the conference.
The Registration fee for the Conference is $75.00 per person
attending. The Registration fee is non-refundable once you have
been accepted as a participant to the conference.
- The conference budget will allow for up to 60 delegates.
- Delegates’ expenses include travel, (by the least expensive mode of travel), meals, parking and accommodations will be covered. Any leave without pay — will be subject to approval.

PSAC Members Join the Fix EI Rally on March 5, 2009, 25 St. Clair
About 30 PSAC members (including the Leadership Phase I participants) and the REVP Ontario (Gerry Halabecki) and the REVP NCR (Maria Fitzpatrick) joined other unions and community partners on March 5th, at 25 St. Clair to protest against Stephen Harpers’ shameful inequities with the EI program. While Harper’s budget did announce a few changes to the EI system, it included freezing premiums and increasing the benefit period by five weeks for the next two years – PSAC maintains that this was too little to protect and support the growing numbers of unemployed workers.
Thousands of unemployed Canadians are running out of Employment Insurance (EI), and many more can’t get any benefits at all. The system has been deliberately broken, and now it needs to be fixed! Come out on March 16, at 200 Scarborough Town Centre Court.

Questions And Answers
Q: Is it possible to obtain a tax reduction on the $4000 lump sum payment?
A: The following are the federal and provincial income tax forms you can complete and print:
- T-1213 - Federal
Request to Reduce Tax Deductions at Source
- TP-1016 – Provincial (Québec)
Application for a Reduction in Source Deductions of Income Tax
For those who are interested, it is important that you act quickly because it can take from 20 to 30 working days at Customer Services to process the request for tax relief. You must then send the documents to Compensation Services for action. Checks could already be issued if you do not act quickly.
Reduction of tax deductions at source
Employees wishing to obtain a tax reduction on a lump sum payment of employment income must follow the procedure hereunder:
-
The request must be made in writing to the Customer Services Division of the Tax Services Office of the Canada Revenue Agency and to Revenu Québec located in the employee's region.
-
Employees can download a form from the aforementioned Internet sites or obtain one by telephoning their local taxation offices and requesting that a Tax Deduction Waiver request form.
(Please note that the Agency should forward its reply in writing to the employee within 4 to 6 weeks after receiving the tax deduction request form). - If the CRA approves the tax deduction reduction request, he or she will receive a letter of authorization. Upon receiving this letter, the employee must give a copy to his/her compensation advisor. No requests to reduce tax deductions will be processed without this letter.
It is important to bear in mind that, in order to receive letter waiving income tax at source from both levels of government, it may take between 4 to 6 weeks and the Compensation Department must receive copies of these letters before issuing a retroactive pay cheque. At present, we do not know the date when these retroactive pay cheques will be issued, but given how long it takes to obtain these letters, the time frame may be too short.
Some documents state that a letter of exemption is not required for amounts of under $10,000. A check was made with the Tax Services Office, which pointed out that no such exception exists for federal public servants and that the letter is compulsory, regardless of the amount.
