Toronto Regional Women’s Committee asks you to Remember - December 6, 1989
On December 6th, we remember the women whose lives were ended and we reflect on the continued crisis of violence against women in our society and the violence women face around this world.
On December 6th, 1989, 14 women were murdered, and 13 others were wounded at L'Ecole Polytechnique Engineering School in Montreal. This was not just a random act of violence against these women, but rather it was a deliberate and calculated attack targeting only women.
The Toronto Regional Women’s committee encourages you to get involved by attending one of the many events held throughout Toronto.

World AIDS Day – December 1st
2007 - Stop AIDS; Keep the Promise - Leadership
More than 25 million people have died of AIDS since 1981. World AIDS Day, observed December 1st each year, is dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection.
According to United Nations AIDS estimates, there are now 33.2 million people living with HIV, including 2.5 million children. In 2007 alone, there were an estimated 2.1 million deaths globally and an estimated 2.5 million people became newly infected with the virus. Around half of all people who become infected with HIV do so before they are 25 and are killed by AIDS before they are 35.

National Coming Out Day – October 11
October 11 is a day that focuses on living openly and honestly for the Gay, Lesbian, Bi-sexual, and Transgendered (GLBT) communities.
The term “in the closet”, refers to members of the GLBT communities who hide their sexual orientation and identities from the people around them for fear of rejection and reprisal.
“Coming Out” therefore is a way to end that silence, to stand up and claim our rights as human beings for dignity and respect through self-declaration.
GLBT rights would not be what they are today in Canada if it were not for activists standing up and challenging the status quo, through increased visibility and demonstrating that our GLBT communities occupy and contribute to every facet of society.
National Coming Out Day is celebrated worldwide, with it’s inception in 1988, a year after the 1987 National March on Washington for Lesbian and Gay Rights, which saw over 1 million people demonstrate.
Please celebrate this day and continue our progression to full equality. Hiding is not the answer; if we want equality we cannot have an invisible movement.

United Way Campaign
Local Presidents and Employee Campaign Chairs gathered at the Toronto PSAC Boardroom on September 19, 2007 to hear John Cartwright, President of the Toronto York Labour Council speak about the relationship between organized Labour and the United Way.
Mr. Cartwright told the group that one of the original purposes of Unions was to offer financial support to their members, not necessarily to negotiate contracts and protect worker’s rights as is now the case.
Mr. Cartwright talked about the history, spanning over 50 years of Labour supporting social action and social change through support to the United Way. In fact it was the impetus of various labour groups, along with some business people at the time, who developed the concept of one major fund raising campaign instead of many charitable organizations individually seeking financial support.
The community needs are continuing to grow; and thus the need for ever larger amounts of money means that more work is needed on the United Way campaign. Mr. Cartwright pointedly thanked the volunteers for their commitment and dedication to this campaign.
The meeting was hosted by Labour Co-Chair, Ken Boone to kick start this year’s Government of Canada Workplace Charitable Campaign. Ken thanked the two sponsored Employees, Mirella Howell and Sabina Holder for their efforts in organizing the meeting. REVP Gerry Halabecki also attended and encouraged all present to support this year’s United Way campaign.

Research Assistants at the University of Western Ontario Join PSAC
Fifty (50) Part-Time Research Assistants at the University of Western Ontario cast their ballots on September 10, 2007 in a vote supervised by the Ontario Labour Relations Board to decide whether to join the Public Service Alliance of Canada.
By joining PSAC, Part-Time Research Assistants would join PSAC Local 610 which already represents 1,500 Graduate Teaching Assistants at Western. In an effort to oppose the Union, the Employer has challenged the eligibility of every voter that the Union is seeking to represent.
According to the Employer only the ballots cast by business students at the Richard Ivey School of Business should be counted. The Ontario Labour Relations Board has convened a meeting for October 3, 2007 to determine which voters should be eligible to have their ballots counted.
PSAC shall continue to defend the right of Part-Time Research Assistant to form a Union by arguing that their ballots be counted.
In a show of solidarity with Part-Time Research Assistants, Jack Layton, NDP Party Leader and Irene Matheson, NDP MP in the riding of London-Fanshawe signed the organizing campaign brochure and gave words of encouragement to PSAC Local 610 representative Abudi Awaysheh.

ONTARIO - REFERENDUM ON ELECTORAL REFORM:
ONE CHANCE ON OCTOBER 10, 2007
Voters in Ontario have an historic chance on October 10, 2007 to achieve, by referendum, a modern voting system for Ontario. The Mixed Member Proportional (MMP) system offers more voter choice, fairer election outcomes, better representation, and more politician and party accountability. In other countries it is a strong tool promoting the election of more women and minority candidates.
VOTE for MMP is multi-partisan campaign to make this important reform happen. It welcomes people from all backgrounds and every political party. PSAC strongly supports their work.
For more information on MMP and the VOTE for MMP campaign, including details on how to help, volunteer and donate, visit www.VoteForMMP.ca or contact them at info@voteforMMP.ca, or call 416-644-1034 or toll-free 1-866-283-3MMP.

EVENTS ACROSS THE GTA
Attached is a list of various events that are happening around our communities in the Greater Toronto Area. Most are free or have a minimal cost. You are encouraged to attend these events and have FUN.
If your Member of Parliament is there, take the opportunity to meet with her or him and let them know where PSAC stands on the following important issues:
Collective Bargaining – Many of us are involved in various stages of Collective Bargaining – Let them know we are seeking a fair contract, and that we are hoping that the process will not be dragged out unnecessarily. We would appreciate that this message is delivered on the floor of parliament when they return in the fall.
Defending Quality Public Services – Let the MP know how important quality public services are and let them know why and how they are best delivered by full time, well-paid, and well trained workers. Let them know how quality service is eroded through the use of temporary, casual workers who are only committed to earning a pay check, not to the overall goals and objectives of the various departments who (ab)use them. It is also a fact that the rapid turnover of casual, temporary workers also contributes to the overall cost of doing business, a stable workforce does a much better job and at less cost to the employer.
Proposed sale of government buildings - Talk to MP’s and all people about the proposed sale of government buildings. We (members of PSAC) are opposed to the sale of public resources to private owners. The measure is being taken in secret, and without full open consultation. In our opinion, this is a foolhardy, costly measure that will come back to haunt us in the future. Why is the government not more open about this action? Are they afraid that if the public was aware of the facts that the proposal would be universally denounced? Just what are the facts anyway?
Take any opportunity you can to meet with MP’s. Let them know who you are, and let them know where you stand. Let them know you will be holding them accountable.
PSAC will be taking a more pro-active stance and seeking public recognition and support at a couple of the higher profile events over the summer. Plans are underway to take steps to achieve these goals by various methods. If you have any additional ideas or suggestions, please contact Angela Fairweather at 416-485-4558, ext 225.
An excellent way to get more involved would be to attend Greater Toronto Area Council (GTAC) meetings. GTAC meets the second Wednesday of each month at the PSAC Toronto Office – 90 Eglinton Avenue East, Suite 608. Meetings start at 6:15 and usually finished by 7:45. Feel free to contact the Regional Office for further information.

JUNE - PRIDE MONTH
The month of June is known as Pride Month, a time of remembrance, empowerment, solidarity, and celebration of diversity.
Throughout Canada (and many parts of the world), Pride festivities are held with parades, dances, festivals, and other events to educate and express to the public the uniqueness and complexity of Gay, Lesbian, Bi-sexual, and Transgendered (GLBT) communities.
These festivities are a means of claiming space in a public sphere to send the message that GLBT communities deserve the same rights as everyone else and should be free to live their own lives, void of judgment or hate.
The month of Pride came about after the Stonewall Rebellion on June 28, 1969. A violent police raid at the Stonewall Inn in Manhattan (a local gay bar), on this day resulted in an uprising by patrons and others in the community. The Stonewall Rebellion is cited by many as the beginning of the modern day gay movement.
The GLBT communities deal with many social challenges in everyday life. Pride month helps to express to the larger public the diverse sexual and gender identities, histories, cultures, and families of these communities so that they are better understood, supported and accepted.
On behalf of the Regional Executive Vice-President of Ontario and the Gay, Lesbian, Bi-sexual, and Transgendered Ontario Council Representative, we would like to invite all PSAC members to attend a Pride event in your community.
Pride celebrates freedom of expression, acceptance of lifestyles and welcoming of diversity and we encourage all Ontario PSAC Members to come out and celebrate with their Sisters and Brothers to the events listed below.

Community Right to Know Act
Sisters and Brothers
Pleaser consider lending your voice in support of Bill 164 - a proposed Community Right to Know Act - the first bill to advance a citizens right to know in decades. The Bill has passed first and second reading and committee - it could become law if the government brings it forward for third reading/vote.
During the fall of 2006, the PSAC region held a number of Health and Safety Conferences throughout the province, with the theme "Supporting the struggle for healthy workplaces and communities". This is an opportunity to take action to help our communities.
Attached below please find a copy of the letter from the Regional Representative/Health and Safety to Premier McGuinty, cc'd to Laurel Broten - the Minister of the Environment, and Jim Bradley - the Government House Leader.
It is important to send the emails/faxes/letters on Monday and Tuesday, as the house leader is in the midst of determining the schedule of what to call during these two days.
If you do not wish to write a letter, you could either e-mail or fax a couple of sentence request for the government to bring Bill 164 before the legislature for third reading, prior to the summer recess.
The three in government involved in getting this before the legislature for the third and final reading.

National Day of Mourning - April 28, 2007
Community and workplace events are planned for the week of April 28 to mark the annual Day of Mourning for workers killed, injured or suffering with diseases caused by unsafe and unhealthy work environments.
And this suffering is great. Thousands of workers die each year at work or from diseases caused by hazardous workplace exposures. Hundreds of thousands are injured or develop life-altering illnesses.
The Workers Health and Safety Centre is once again supporting the efforts of workers, their representatives, local labour councils and others who organize Day of Mourning events. Events will range from workplace ceremonies involving a moment of silence to community marches and monument dedication ceremonies.
Day of Mourning resource materials developed by the Workers Centre will help to clarify the extent of the suffering. But more importantly, resources will help workers, their representatives and others to better understand their rights and roles in identifying hazards and recommending workplace and regulatory strategies aimed at prevention.
Let's remember and honour the workers who have been killed or injured in the workplace. PSAC statement.

Oda a no show on International Women’s Day
TORONTO - The members of the Public Service Alliance of Canada (PSAC) who spent International Women’s Day in Status of Women Minister Bev Oda’s constituency office say it was a day well spent.
“Since Minister Oda didn’t ask us to celebrate International Women’s Day with her, we decided to invite ourselves,” says PSAC Regional Executive Vice-President for Ontario Gerry Halabecki, one of the members installed in the office. “We felt she needed to hear first hand how the Harper government is failing women.”
“In the short term, we asked for a meeting with the Minister,” says Halabecki. “We wanted to give her an opportunity to meet with PSAC members who have been providing service through the Status of Women Canada offices, and other women in the community, to outline what we believe needs to be done to advance women’s equality. Unfortunately, Minister Oda seems reluctant to meet women who don’t share her government’s opinions about the state of women’s equality in this country.”
In the long term, the Harper government needs to stop the backwards trend and take progressive steps according to PSAC Regional Vice-President Robyn Benson, the union’s officer responsible for women’s rights.
“Prime Minister Harper, in his International Women’s Day statement which focussed on violent crime, seems to think that the answer to violence against women and girls is longer prison terms and harsher penalities,” says Benson. “We know these do not address the systemic problems that give rise to this violence. What are needed are positive, long-term solutions to deal with women’s economic inequity and to ensure women’s equal participation and recognition in Canadian society.”
“We continue to call on the Prime Minister, Minister Oda and the Conservative government to rescind their decision to cut the operating budget and close most of the Status of Women Canada offices, to continue to fund women’s groups to conduct research that will produce solutions for systemic changes, to restore the Court Challenges Program, to introduce proactive pay equity legislation, as recommended the federal Pay Equity Task Force, and to create a national child care system,” says Benson.

PSAC Women Occupy Bev Oda’s Office
TORONTO – Women members of the Public Service Alliance of Canada (PSAC) are spending their International Women’s Day occupying the Bowmanville constituency office of Status of Women Minister Bev Oda.
The women are protesting the Harper government’s broken election promise to do more for women’s equality, particularly the cuts to the Status of Women Canada’s mandate, operational funding and regional offices.
Minister Oda’s March 7th announcement that the $5 million cut from Status of Women Canada (SWC) last fall is being “re-invested” will not stop the scheduled closure of SWC offices Canada-wide. It won’t help fund women’s groups who research the roots of women’s inequality and who propose systemic solutions. Nor will it restore the jobs lost by the women in the SWC offices.
“Harper promised to take concrete and immediate measures to ensure that Canada fully upholds its commitments to women in Canada,” says Robyn Benson, PSAC elected officer responsible for women’s rights and Regional Executive Vice-President (Prairies).
“Harper and Oda’s fantasy that women’s equality has arrived isn’t supported by the facts,” according to Benson. “Women working full-time still only earn 71 cents for every dollar men earn. Only 15% of women with young children have access to child care. Women and girls still face high levels of violence with Aboriginal women even more severely affected.”
The women occupying Oda’s office want the government to reverse its backward trend on women’s equality. That includes putting women’s equality back into the mandate of Status of Women Canada, and a Women’s Program that funds women’s groups who research and advocate for change.
“Harper and company are actively ignoring women’s inequality,” says PSAC Regional Executive Vice-President for Ontario Gerry Halabecki. “By undermining women’s groups who do research and advocacy work, they hope to bury the very real problems facing women in Canadian society.”
“On this International Women’s Day, we’re here today to tell them that they can try to hide from the issues but women are not going to stop doing what it takes to achieve equality.”

A Message from the PSAC Ontario Council Women’s Committee Representative – Val Fargey
MARCH 8 INTERNATIONAL WOMEN’S DAY
Women have been celebrating International Women’s Day since the early 1900’s. In 1908 women in New York City began a campaign by marching through the streets demanding shorter work days, better wages and better working conditions. In 1911 the Bread and Roses campaign was organized as a result of 140 female workers being killed, many of them immigrant women. Also in 1911 women organized in Germany, Austria, Denmark and other European countries around the right to vote. This was a result of the Prussian King who in 1848 made many promises for reform including an unfulfilled vote for women. A million leaflets calling for action on the right to vote were distributed throughout Germany before International Women’s Day, March 19.
Few causes promoted the United Nations to have generated more intense and widespread support than the campaign to promote and protect the equal rights of women. The Charter of the United Nations signed in 1945 was the first National agreement to proclaim gender equality as a fundamental human right. The United Nation’s action for the advancement of women has taken on four directions; promotion of legal measures; mobilization of public opinion and international action; training and research; direct assistance to disadvantaged groups.
The United Nations designated 1975 as ‘International Women’s Year’. Since 2000 International Women’s Day has been an official holiday in many countries. Men stay home to look after children on that day so women can celebrate.
Status of Women Canada determined the theme this year for International Women’s Day: Ending Violence Against Women: Action for Real Results as it reflects Canada’s approach to addressing gender-based violence.
On March 8 stand up for the Status of Women Canada, send an e-mail to your MP telling him/her how the cuts to this organization will affect women and SHAME on them for making these cuts closing 12 of the 16 regional offices, laying off 61 out of 131 positions, the majority of which are held by PSAC members. The cuts to the Status of Women Canada (SWC) will result in decreased capacity to analyze and recommend federal policies that advance women’s equality; a severe reduction in the capacity for federal-provincial-territorial collaboration on issues of importance to women; a strain on our current leadership on women’s equality at the United Nations; will eliminate funding to women’s groups who do research and advocacy, just to name a few services that will be affected by these cuts. (Click here for more information and to fax your MP)
The Ontario Federation of Labour has designated this years International Women’s Day theme: “PUTTING EQUALITY BACK ON TRACK”. What better timing with the cuts to SWC.
In sisterhood we can take on the challenges socially, economically and in the workplaces. We need to unite and as you know: “UNITED, WE WILL NEVER BE DEFEATED”.
On March 8 celebrate our gains as women as there are many but don’t forget those fights that still need to be won!!

Blue Water Bridge Authority workers vote to join PSAC
TORONTO - Employees of the Blue Water Bridge Authority in Point Edward/Sarnia are now members of one of Canada’s largest national unions, the Public Service Alliance of Canada (PSAC).
In a vote conducted by the Canada Industrial Relations Board on February 23 the employees, formerly represented by the Blue Water Bridge Employees Association, voted in favour of joining PSAC.
“The PSAC is a good fit for Blue Water Bridge Authority employees”, says Ontario Regional Executive Vice-President Gerry Halabecki. “These new members work alongside Customs Officers located at the Bridge who are already PSAC members.”
The union’s new bargaining unit at the Bridge Authority will include over 55 toll collectors, custodians, maintenance and currency exchange workers employed by the Authority. PSAC represents large numbers of operational, trades and maintenance workers employed in the federal public sector.
Now that the vote process has concluded, PSAC will issue notice to bargain a collective agreement. In the meantime, the terms and conditions of the existing agreement remain in force until a new agreement is negotiated.
The PSAC represents 160,000 members in a wide range of bargaining units in the federal public sector, para-public sector and private sectors including airports, universities, casinos, police service boards and non-profit organizations.
The Blue Water Bridge is an international facility that connects Point Edward/Sarnia with Port Huron, Michigan with substantial commercial vehicle traffic.

Black History Month
Dear Members:
In 1995, the Federal Government recognized February as Black History Month after the first Elected Black Female Member of Parliament Jean Augustine introduced a Motion in Parliament to designate February as the month to honour the struggles and contributions of Black Canadians to Canadian Society and the larger world population.
We would like to formerly acknowledge the importance of Black History Month to encourage you to participate in the various activities that are occurring here in Ontario.
During the month of February, the Ontario PSAC website will be updated weekly (http://ontario.psac.com/BlackHistoryMonth.shtml), with various activities honouring Black History Month. We will also be listing some of the accomplishments and contributions of persons of Black Heritage to Canadian Society.
Please share with us any activities that your Local is participating in to commemorate Black History Month so we can share the information with the larger Ontario membership.
You can provide us information by calling the PSAC Toronto Regional Office at 416 485 3558 or 1 800 354 9086 or email us at PSAC_TORONTO_Mail.com.
