Take Back the Night Luncheon
The Sault Ste. Marie Regional Women’s Committee held their “Take Back the Night Luncheon” on Sunday, December 3, 2006. Over 110 PSAC members and family members enjoyed a delicious sit down meal at the Polish – Canadian Hall. Guest speaker Constable Bill Macklan of the Ontario Provincial Police provided some interesting stats on violence against women and provided a list of abuse help numbers for the Sault Ste. Marie area. He also gave interesting information on road safety during the winter conditions. Congratulations to Connie Lento, Chair of the Sault Ste. Marie RWC and her Committee for an informative and memorable event.

Harper's government believes that they have done more for women equality in 8 months than the previous governement in years! We disagree. We need a government that works for, and with women. We need a government that can work on more than five priorities at a time… and on priorities that matter to women.

Boycott Goodyear Tire and Rubber

The Ontario Federation of Labour's Executive Board has endorsed a boycott of Goodyear Tire and Rubber after consultation with affected affiliates and consideration of a national boycott by the Canadian Labour Congress.

Joint Meeting of Three Committees in the Hamilton Area
On Monday December 4, 2006 the PSAC Hamilton Area Council, Hamilton Regional Women's Committee, and Hamilton Members with Disabilities Access Committee, met for the first time as one group.
The activities of each committee for the year 2006 were reviewed and discussed. 2006 activities included having two mini sessions on Mental Illness and Stress within the Workplace, and Duty to Accommodate.
The three committees have been working towards communication with all PSAC Members in the area, and have also been brainstorming ideas for new activities for 2007.

The United Nations General Assembly defines “violence against women as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life.””

Lock out of NWT social service workers
Twenty two workers, members of Union of Northern Workers, Local 6 in Hay River, Northwest Territories, work at "Nats’ejée K'eh", a drug and alcohol rehabilitation centre. This centre is the only addiction treatment centre in the N.T. The centre is funded by the government of the N.T., but run by a non-profit society.
The collective agreement expired three and a half years ago and the workers have been without any economic increases for over four years. Instead of recognizing the critical work these members perform, and their dedication to the centre, the employer chose to demand draconian cuts.
This is a bad time of year for people to be out on the picket line, with temperatures dipping down to -30 and the holidays coming. Help support them by sending a message to the Premier.

Pay Zones Have Got to Go!
In 1967 the Federal Public Service introduced 36 Regional Pay Zones as a way to track and retain workers based on local market conditions. The introduction of Pay Zones in the Federal Public Service led to an unequal pay system for the members who work in the Operational and Trades sector. The Pay Zones have prevented PSAC members working in the Federal Public Service from receiving wages comparable to that of workers in the Trades and Operational Sector.

Public challenge of HRSDC/Service Canada upheld by Labour Board
Project Officer Ian Shaw spoke out publicly against Service Canada's Call for Proposals (CFP) process that hurt both community organizations and CEIU members who worked with them. In response, the employer handed him a 10 day suspension for saying publicly what members were thinking privately. Shaw took his case to the Public Service Labour Relations Board which overturned the suspension and found the department and former government minister Lucienne Robillard guilty of an unfair labour practice.

(Sept. 26 – Sun Oct. 1)
The Union Development Program is an intensive education program designed to develop the leadership skills of emerging union activists. The UDP includes three Levels of learning events with specific leadership assignments in between. The complete program takes place over a three to six month period.

UDP Participants demonstrated their support to Security Officers at Georgian Downs Slots, in Barrie during a rally that was held on Sept. 28, 2006.
Security Officers voted overwhelming by a margin of 24-11 in favour of joining the Public Service Alliance of Canada.

On Monday, November 13, 2006, the success of the elections will depend upon our collective ability to identify enough supporters in each city ward and then by getting everyone out to vote. As members who live in various communities we need to provide leadership in our communities so that our schools, housing and communities remain in a healthy state.

We have the opportunity to generate a great voter turnout, and to get the endorsed candidates in Ontario elected! We can do our part by getting our friends, families and colleagues out to vote.
Labour-endorsed candidates need us to do more than just vote they need our time and energy. Any time you can spare will make a difference and there are lots of rewarding ways to help:
- Make telephone calls,
- Volunteer at a campaign office for one of the Labour-endorsed candidates
- Provide transport to a voting station, or
- Work as a scrutineer
Call your PSAC Regional Office to find out where you can contribute some of your valuable time or call a labour-endorsed candidate!
We applaud the PSAC members who are already volunteering on campaigns and those who will be out working on Election Day. It is important for us as an Organization to be able to acknowledge the work that you do so please let us know how you participated in the Municipal Elections by calling the PSAC Regional Office in your area.
PSAC takes great pride in extending our solidarity into the communities where we live. I ask that you continue to play a leadership role by making sure that we contribute to making this election a success.

HAMILTON HEALTH & SAFETY CONFERENCE
SATURDAY 4 NOVEMBER 2006
Held at McMaster Centre for Further Education
1280 Main Street West, Hamilton
Two programs, Indoor Air Quality and Multiple Chemical Sensitivity, were presented at the Hamilton one day health and safety conference on 4 November 2006. Fifteen participants from eight different PSAC Components came together to receive information and training that will enable them to take a proactive approach when resolving workplace health and safety issues.
This learning event gave opportunity both for learning and networking with other locals who are facing similar work place health and safety issues. Thank you to the facilitators Jeff Bennie (PSAC National Health and Safety Officer) and Debbie Willett (PSAC Facilitator Network) along with all the participants for their enthusiastic participation in this event!

PSAC Members at University of Western Ontario Ratify New Collective Agreement
LONDON – The 1500 members of PSAC Local 610 at the University of Western Ontario have ratified their new Collective Agreement. The four year agreement provides for: increases in lump sum payments; improvements to the Health Care Plan; improvements in other benefits and language.
The ratification vote meeting was attended by Ontario Regional Executive Vice-President Gerry Halabecki. He commented,
“This is the fifth Collective Agreement for this group who joined the PSAC ten years ago. The ability of these members to achieve significant improvements is a testament to the hard work and dedication of their negotiating teams and Local Executives.”
The Collective Agreement was unanimously recommended by the negotiating team and received the endorsement of the membership.

PSAC Women's Conference Organizing Committee - Call Out
Dear Sisters:
It is time again for us to start to plan for the PSAC Ontario Regional Women’s Conference. While we have yet to establish a firm date, we know the Conference will be held sometime in the Spring of 2007. This is an exciting time as always for the PSAC women in Ontario.
We would like to welcome Angela Fairweather from the Toronto PSAC office and Linda Cross from the Kingston PSAC office who have been assigned as our staff resources. Both of these sisters will bring their experience, knowledge and good spirits to our committee and the conference!!!
Time is ticking and we need to select the members for this years organizing committee. Attached is an application form for you to complete should you be interested in sitting on this committee.
When submitting your application please ensure that you answer all of the questions and respond on or before November 3rd to Angela Fairweather. Selection of the Organizing Committee will be done with consideration of geography, Component, equity and your responses to the attached questions.
Our first meeting will likely be done by conference call with the first face-to-face meeting to be held in Toronto in early December. Tasks will be assigned to the sisters on the organizing committee during the conference call for follow up at the December meeting.
There is a lot of work to do and we need to get started so please if you have any ideas of what you would like to see at the conference feel free to pass your ideas on to myself, Linda and Angela.

2006 United Way Campaign
Dear Brothers and Sisters:
The 2006 United Way Campaign has officially been launched across Canada. This year marks PSAC's 40th anniversary while the United Way celebrates its 50th anniversary. PSAC Ontario members have always been strong supporters of the campaign by contributing generously of their time and money.
The number of people who will need the help of various organizations funded by United Way has increased tremendously. Unions have a tradition of supporting social issues and improving social conditions and that is why PSAC is committed to assisting in this goal.
The Public Service Alliance of Canada supports the United Way Campaign and firmly believes that we can make a difference by getting involved. We urge you to contribute to the campaign.

Anti-Scab Legislation Bill C-257 Second Reading on
Wednesday, October 25, 2006
Greetings Sisters and Brothers,
On Wednesday, October 25, 2006, the second reading of Bill C-257, the Federal Anti-scab legislation, will take place in Ottawa.
It is important that PSAC members take a leadership role in this national campaign to reinforce the rights of workers employed under the Canada Labour Code across Canada to legally prevent scabs from crossing picket lines.
As PSAC members and constituents we have the responsibility to inform our MPs that without anti-scab legislation:
- communities and families are divided;
- workers’ rights are not protected,
- collective bargaining is delayed;
- labour disputes are prolonged and;
- picket lines become tense, bitter and volatile when scabs are used.
The success of the anti-scab campaign will depend on the amount of contact labour and community activists make with their Members of Parliament (MP).
As leaders in your respective Locals, I am asking for your assistance in recruiting members to participate in the anti-scab legislation lobby. Members involvement to support the lobby can include:
*Phoning MPs, prior to October 25th and urge them to vote in favour of Bill C-257, the anti-scab legislation.
*Book in-person visits to MPs before October 25, 2006. Reminding their MP that she/he was elected to represent you.
Your participation in this campaign can make a difference and get historic federal labour legislation passed.
Contact your PSAC Regional Office to obtain additional information and to provide them with the list of scheduled MP visits within your local area.

- Group together all former PSAC members who are retired and all PSAC members over (50) years old in one strong and representative Association;

Promote issues connected to pensions; - Represent the interests of APSAR members’ in matters of pensions;

PSAC members ratify new agreement with Georgian Downs Racetrack Ltd
Toronto – Public Service Alliance of Canada (PSAC) members employed at the Georgian Downs Racetrack Ltd in Barrie Ontario have ratified their first collective agreement. It will expire on 17 September 2010.
All employees in the bargaining unit employed on the date of ratification will be paid a signing bonus of $350 (less statutory deductions). They will also be entitled to a progressive standardization of the rate of pay and elimination of arbitrary rates of pay.
Other improvements to the working conditions include the addition of a “just cause” clause for disciplinary measures and a grievance and arbitration procedure. The workers will also benefit from a scheduling and lay-offs system based on seniority and a recall right for a period of 12 months after lay-off.
There are approximately 120 Georgian Downs Racetrack Ltd workers covered by this agreement.

Members Ratify New Agreement at Toronto Airport
TORONTO – By an overwhelming majority PSAC members who work at Toronto airport have ratified a new collective agreement. On Thursday the members of UCTE Local 0004 of the PSAC attended ratification meetings to vote to accept the new four-year agreement.
Highlights of the agreement include a 3% wage increase in each year, plus increases in: shift premiums; stand-by pay; visions and dental provisions; and the boot allowance. In addition, half a million dollars has been committed toward reclassification.
“This is a significant step forward for this group,” stated Ontario Regional Vice-President Gerry Halabecki, “the negotiating team should be proud of their efforts on behalf of the members of Local 0004”.

A tentative agreement was reached on June 30, 2006, on behalf of the PSAC members who work at Lester B. Pearson International Airport for the GTAA. The tentative agreement, if ratified by the membership, will have an expiry date of July 31, 2010 (4 year agreement).

Commissionaires Local 802, With Members Working at Toronto’s Pearson International Airport, Voted Overwhelmingly to Reject the Employer’s so Called “Final Offer” on June 28, 2006
The Employer’s offer included wage increases of $0.35, $0.30 and $0.25 in each of three years. In addition, the Employer was refusing retroactivity to August 2005, the time when the last collective agreement expired. The membership of Local 802 wanted to give the Union a strong strike mandate by rejecting this offer.
A conciliation officer will be given the task of getting the Employer back to the table. The bargaining team is ready to return to the table and work towards a collective agreement as soon as possible.

All PSAC members, including Gay, Lesbian, Bisexual, Transgendered, Queer, Questioning and all our allies are invited to march with all Labour groups in Toronto's Pride march.
Staging for the parade starts at noon on Rosedale Valley Road. The parade is scheduled to start at 2:00pm.
Dig out your fabulous clothes and bring sun screen and water.
The Toronto and York Region Labour Council has put in the application for a Labour contingent.
Last year some unions marched together! But help us make it a huge group with all unions this year.
The hotel workers from UNITE HERE have requested to lead the contigent because of their campaign with the Toronto hotels at which many of the participants will be staying.

Marchers from PSAC will meet with the vehicles 72 through 76 on Rosedale Valley Road. The directions for walkers are to go north on Church from Bloor, go right on Park to Rosedale Valley Road walk down the road. The vehicles should be in place by 1:15pm if not before. There is room on the south side of the road on the grass for marchers to form up until we take off.
Parade is planned to start at 2:00pm.

Support The Strikers at the Ekati Diamond Mine – Send an Email Now
The 385 members of the Public Service Alliance of Canada at the Ekati diamond mine in the Northwest Territories have been on strike since April 7 in their attempt to negotiate a first collective agreement. They are up against a multinational corporation, BHP Billiton, which is refusing to bargain in good faith, is using scabs and is trying to break the union at all cost.
The union movement cannot allow this company to stifle our rights without a fight. BHP must be told clearly that workers in Canada do have a right to union representation, that they have the right to bargain collectively and that they refuse to allow scabs to steal their livelihood.

Nishnawbe-Aski Police Officers choose PSAC
TORONTO - On May 24, 2006 Nishnawbe-Aski Police Service (NAPS) Officers voted overwhelmingly, by a margin of 61 to 11 to join one of Canada’s largest and most progressive unions, the Public Service Alliance of Canada (PSAC).
“This is a historic vote because NAPS is the largest First Nation Police Service in North America”, said Gerry Halabecki, PSAC Regional Executive Vice-President (REVP) for Ontario.
The mission of the Nishnawbe-Aski Police Service is to provide a unique, effective, efficient and culturally appropriate service to all the people of the Nishnawbe-Aski area and to promote harmonious and healthy communities. NAPS Officers, who are trained and certified at the Ontario Police College, are representative of the communities they police and employ a community oriented style of policing. They provide a level and standard of police service of the same or higher quality that exists elsewhere in Canada.
According to Halabecki, one of the reasons the NAPS Officers have joined PSAC is to deal with their unacceptable working conditions. Officers are expected to work in detachments that are in deplorable shape. They are on call 24 hours a day, with frequent expectations to work extended hours due to the shortage of officers. Some Officers work alone in remote communities without back-up. They have no communication centre to filter calls and, like many in their communities, don’t even have access to safe drinking water.
“NAPS Officers turned to PSAC for more effective union representation, health and safety advocacy, and greater resources to influence public policy regarding First Nation Policing”, said Halabecki. “One of our first tasks will be the creation of a joint health and safety committee as required by law under the Canada Labor Code.”
The PSAC is uniquely suited to represent NAPS Officers as the union represents a large number of First Nation workers in the North, as well as in other communities such as Burnt Church. Several years ago, the union established a network of its Aboriginal, Inuit and Métis members. The NAIM circle works to raise issues of concern to First Nation workers and communities both in and outside the union.
“PSAC’s Social Justice Fund has also been active in supporting projects to help alleviate problems in First Nation Communities,” said Halabecki.
NAPS Officers were formerly represented by a small independent union. The Canada Industrial Relations Board ordered a union affiliation vote when PSAC filed a Displacement Certification Application with the support of a majority of NAPS Officers. The Officers join 20 civilian employees of the Nishnawbe-Aski Police Services Board who are already PSAC members.
PSAC represents 158,000 members, including other law enforcement and security officers such as Canada Custom Officers and Immigration Officers.

Injured Workers’ Day
June 1st has been chosen as the day each year we celebrate the accomplishments of the Injured Workers’ Movement in Ontario and seek improvements to the present system.
On June 1, 1983, some 3-4,000 injured workers and their supporters attended a parliamentary committee hearing at Queen’s Park examining changes to the Workers’ Compensation Act.
The government of the day took notice of this historic event and changed their plans and brought forward a number of positive changes to the Act. We gained:
o An independent appeals process;
o Creation of the OWA;
o The Occupational Diseases Standards Panel;
o Full cost of living protection.
We are presently asking the government to bring back full cost of living protection, eliminate deeming in the system and restoring balance in the Workers Compensation Act.

Regional Hardship Fund Balance, Ontario
Greetings Sisters & Brothers,
I wanted to bring to your attention the balance on our Regional Hardship Fund. This fund was regionalized prior to our 2001 strike and continued during our 2004 strike. Funds are collected from the designated employees who provide 25% of their net pay. A committee is struck who reviews applications submitted for hardship during the strike. All information is kept strictly confidential.
As of May 2006, we currently have $33,119.96. This amount will change when monies are collected from designates, and when members experience hardship as a result of a strike. (click here for breakdown - word format, pdf format)

PSAC Stands in Solidarity with Six Nations Protesters
The recent standoff in Caledonia, Ontario is merely a symptom of a much greater problem – the disdainful manner by which elected governments address Aboriginal land claims.
Aboriginal peoples in Canada have waited long enough for their treaty rights to be recognized and land claims dealt with. The Six Nations filed a claim to the land in 1995 and 10 years later, with the claim still unresolved, the Ontario government gave Henco Industries the go-ahead to begin development on the disputed land.
It was this decision by the Ontario Government that prompted the Six Nations to reclaim the land on February 28, 2006. The members of the Six Nations remained on the land in peaceful protest for 51 days until the OPP escalated the tense situation by raiding the protester's camp in the early morning of April 20, 2006, only one day after Premier McGuinty promised a peaceful resolution to this dispute. The protest is now in its 76th day.
The PSAC calls on the government to negotiate meaningfully and to peacefully resolve the Six Nations land claim as well as all current and future Aboriginal land claims. The PSAC feels that if this and other land claims were dealt with in a fair and timely manner, the most recent standoff in Caledonia, as well as the tragedies that occurred in Ipperwash, Oka, and Gustafsen Lake, could have been avoided.

International Day of Mourning 2006 - Kingston, Ontario
The Kingston & District Labour Council in cooperation with the Canadian Labour Congress, Workers Health & Safety Centre and the Ontario Federation of Labour held a Day of Mourning ceremony at the United Steelworkers Hall in Kingston on Friday April 28.
Organizers lowered the flags and led a moment of silence outside the hall then the group moved indoors for a chili lunch.

Guest speakers Peter Boyle, President of the KDLC, Irene Harris, Secretary-Treasurer OFL, and Winnie Ng, Ontario Director for the CLC delivered inspring speaches in line with the days slogan: "Mourn for the Dead / Fight for the Living ".

Day of Mourning Statement
While the Canadian flag on Parliament Hill flies at half-mast on April 28, workers observe a moment of silence in remembrance of those workers killed or seriously injured on the job.
The National Day of Mourning was officially recognized by the federal government in 1991, eight years after it was launched by the labour movement in Canada. The Day of Mourning has since spread to over 80 countries around the world.
This year marks the 20 th anniversary of the Parliamentary Employment Staff Relations Act. The PSAC is asking all of its members to support our sisters and brothers who work on Parliament Hill who are still not covered by any health and safety laws. The federal government passed a piece of legislation specifically for Parliamentary employees back in 1986, but never proclaimed the provision enacting the health and safety legislation.
Health and safety is a fundamental right for all workers. The workers on Parliament Hill are the only workers left in Canada who are not covered by any basic health and safety legislation. How ironic that the federal government lowers the flag on April 28 but has yet to enact a piece of legislation to cover the health and safety of its own workers.
The PSAC is asking that all members send a letter to your Member of Parliament urging the government to proclaim Part III (Occupational Health and Safety) of the Parliamentary Employment Staff Relations Act. You can fax a letter to your MP through the PSAC website.
Please take a moment to stop and remember all workers injured or killed on the job. The annual observance of the Day of Mourning strengthens everyone's resolve not only to establish safe conditions in the workplace for all, but to finally change the culture and end the carnage in workplaces from coast to coast to coast. Governments and employers must loosen their purse strings and take all possible action to ensure that workplaces are safe, that workplace Health and Safety committees are fully functional, and that every Canadian worker is trained and aware.
It is not just a day to remember our dead. It is a call to fight for the living.

Nishnawbe-Aski Police Officers to Join One of Canada’s Largest Unions
The Canada Industrial Relations Board is giving the Nishnawbe-Aski Police Services (NAPS) Board officers an opportunity to join one of Canada’s largest and most progressive unions, the Public Service Alliance of Canada (PSAC).
The police officers are currently represented by the Canadian First Nations Police Association. By choosing the PSAC, the police officers would join 20 civilian employees of the Nishnawbe-Aski Police Services Board who are already PSAC members.
“A vast majority of Nishnawbe-Aski Police Services Board officers have already signed a PSAC membership card,” said Gerry Halabecki, PSAC Regional Executive Vice-President for Ontario. “We are confident the officers will seize the opportunity to start the work of improving their sometimes deplorable working conditions.”
The Nishnawbe-Aski Police Services Board officers’ working conditions may be among the worst in this country for police officers. PSAC intends to discuss the health and safety deficiencies in the workplace with the Nishnawbe-Aski Police Services Board as soon as it is recognized as the legitimate representative of these workers.
“The first order of business will be the creation of a joint Health and Safety Committee as it is required by law under the Canada Labour Code,” said Halabecki.
PSAC believes that addressing the systemic problems that gave rise to the Kashechewan Police detachment fire and the Kashechewan water crisis will require a comprehensive political response in partnership with affected communities.PSAC has sent representatives to Northern detachments in both the northeast and northwest regions to observe first-hand the state of many detachments that are in need of an urgent and immediate upgrade. By standing together, Nishnawbe-Aski Police Services Board employees can make a difference.

Town of Moosonee Municipal Workers Have Ratified Their First Collective Agreement
Members of the Public Service Alliance of Canada (PSAC) working for the Town of Moosonee ratified by a large majority a first collective agreement on March 21, 2006. The new contract provides them with salary increases varying from 8 or 9 percent to 15% over 3 years, protection against unjust dismissal, harassment and discrimination and a grievance procedure to solve ongoing labour relations issues.
“It’s always a celebratory event when new PSAC members reach a first collective agreement” said Gerry Halabecki, PSAC Regional Executive Vice-president – Ontario. “This new contract puts them firmly on the road to improved salaries and working conditions.”
The 39 PSAC members working for the Town of Moosonee are responsible for a large array of municipal services such as maintenance of the airport, roads and public buildings, recreation services and a shelter for women. The Public Service Alliance of Canada was certified on May 3, 2005 by the Ontario Labour Relations Board as the bargaining agent for all Moosonee municipal workers following a two week organizing campaign.
For Halabecki, the fact that a majority of the new members are Aboriginal is a reflection of the work done by the union with Aboriginal Organizations in the North over the years. “We shall continue to work hard to develop a good relationship with our Aboriginal sisters and brothers to advance fundamental workplace rights,” said Halabecki.

PSAC - BHP RALLY
Dear Sisters and Brothers:
Please join PSAC members at the Union Rally re: “Top Employer Summit” being held at the Four Seasons Hotel in Toronto on Monday, March 27, 2006 from 7:00 am to 2:00 pm.
In June 2004, PSAC was certified as the bargaining agent for 500 BHP Billiton employees working at the Ekati Diamond Mine located in the Northwest Territories. After 13 months of negotiations, BHP’s final offer included:
- No – Seniority
- No – Annual Wage Increase
- No – Job Security
- No – Wage Equity
This offer was flatly rejected by our membership which places us in a potential strike situation should the employer refuse to come back to the table with the intent to negotiate a meaningful agreement. Among other things, BHP wants to keep its current practice of wage disparity - same work different pay and continue their discrimination against our members in respect to training, work assignments and promotions.
Make no mistake in the event of work stoppage, this employer will likely use scabs!
Your support at the Rally will go a long way to supporting diamond workers and First Nations communities in the North. We hope to see you there.

The International Day for the Elimination of Racial Discrimination March 21
March 21 marks the anniversary of the Sharpeville Massacre (1960) in South Africa when police opened fire on hundreds of peaceful demonstrators against Apartheid's passbook laws. Police killed 67 demonstrators and wounded 186.
In 1966, the United Nations declared March 21 the International Day for the Elimination of Racial Discrimination in memory of this tragedy.
In 1989, Canada showed support for the UN declaration by becoming the first country in the world to promote a March 21 Campaign. As a result, March 21 has become a national focal point for raising awareness and involving Canadians in the movement against racism.
On this day, many groups consolidate their efforts in the fight against racism. March 21 is a day where we honour the struggle against racism and bring public awareness to this struggle. A wide variety of organizations, including PSAC UNITY Committee members commemorated this important day by inviting Mr. Dudley Laws, a prominent Toronto community activist, to attend our meeting. He spoke of his struggle and his activism experiences in England and in Canada. He encourages members to continue our fight against racism and activism in organizing.
March 21 activities include commemorative ceremonies, public forums, workshops and conferences. Participants can take what they learn back to their communities, families, friends and workplaces. Through discussion, information and participation, people taking part in March 21 events increase their awareness about racism.
The NCVM (National Council for Visible Minority) will hold a conference at Ontario Heritage Foundation at 10 Adelaide At. W., The Law Society of Upper Canada will hold a Public Education Event at 130 Queen Street West, March 21.

Workers Out Conference
The third international "Workers Out" conference for gay, lesbian, bisexual and transgender (GLBT) trade unionists and allies will be held in Montreal from July 26 to July 29, 2006.
The CLC and PSAC will be sponsors of the event and a decision has been made by the AEC to allocate one fully subsidized delegate spot per PSAC region. This is your opportunity to express your interest to represent the PSAC Ontario region at this international event. You are asked to send me in writing a brief outline of what you could contribute to the PSAC and to the conference by your attendance. Deadline for expresssions of interest is the end of day on February 24, 2006.

Newly Elected Aboriginal Representative to Ontario Council
Ontario Regional Executive Vice-President Gerry Halabecki announced that Kevin Nadjiwon has been elected to the position of Aboriginal Representative to Ontario Council. Kevin is Anishnabe: Three Fires (Adawa, Potawatami, Ojibway); Batchewana First Nation (Sault Ste. Marie, Ont.); Turtle Clan.
Kevin is currently serving as the 1st Vice President in National Local 00137 (Toronto), is a member of the PSAC Toronto Unity Committee and is a PSAC NAIM member.
Congratulations to Brother Nadjiwon! He will be attending his first Ontario Council meeting February 25-26, 2006 in Toronto.

PSAC National President's letter to Nishnawbe-Aski Police Services Board employees
On behalf of the 160,000 members of the Public Service Alliance of Canada, I wish to express my deepest and sincerest condolences to the three Officers and their families who were involved in the unfortunate and avoidable fire at the Kashechewan Police detachment. It is my hope these Officers and their families will have a full recovery, and that their injuries will not be long lasting.
The Public Service Alliance of Canada has consistently taken a strong stand to support our members’ right to a healthy and safe workplace.
The Public Service Alliance of Canada has also previously expressed a position in support of on safe drinking water. PSAC's “Think, Ask, Vote” fact sheet on Aboriginal rights was created to encourage all our members to lobby candidates to respond to the recent water crisis in Kashechewan, Ontario. The Public Service Alliance of Canada is also encouraging candidates to address the broader social and economic gap between Aboriginal Peoples and other people in Canada.
Addressing the systemic problems that gave rise to the Kashechwan water crisis, and the Kashechwan Police detachment fire will require a comprehensive political response in partnership with affected communities. The Public Service Alliance of Canada intends to play a constructive role by building a Health and Safety committee in this workplace. By standing together Nishnawbe/Aski Police Services Board employees can make a difference.

A Federal Election has been called for January 23, 2006. As PSAC members it is imperative that we begin preparing for this event.
In order to meet the challenges for the upcoming elections we will be concentrating our efforts on the following ridings [Note: These ridings have been selected on the basis of close results in the last election]:
